The code is made up of percentages that you need to match u...p with two equivalent forms of the percentage (a fraction and a drawing). Select a percentage value and then drag the equivalent fraction and picture to the proper circles. When you have a correct match you will move on to the next level. But you must act quickly; if Hacker fills the rocket with magnetite faster than you can match the values, you must start over again.
