This money was to be used for the care of the immigrant. In 1907 the law was revised, $4.00 was charged on any immigrant for the first time. The increase in immigration changed education in America. Immigrants needed to learn English, without education it would be difficult to leave the cycle of poverty. Public and private systems developed. Video discusses the working conditions of the early 20th century and how the United States had changed during this time. Video shows some historical pictures and some students acting.
